You could do a scripted OS install with the Windows volume license ISO files, but to my knowledge you still need to make a base image (with your tweaks, if needed) and then capture it if you want a unified image. We deploy Windows 7, *8.1 and *10 (*Surface 3 and 4 hybrids) that way utilizing PXE instead of boot folders. We build a base image and then capture with the built-in tasks used for image prep and capture. Works well for us.
The best case is to install windows and get it set how you want it with patches, tweaks, etc. Then install the agent and make sure all the sub-agents also get installed. Then you can Prepare, capture and deploy with the built in tasks in the console.
OEM's are not usable in a business setting. Use retail or Volume licensed editions. I'm gonna guess that the person responsible for buying the OEM licenses is not an IT professional. He/she needs to hire a professional.
As I understood it years ago, you can't buy a windows PC without a windows license installed on it. That was how MS made sure to make a sale on every PC sold in the world. So you would need to purchase retail / volume licenses from MS. I never heard of being able to upgrade an OEM license to retail / Volume edition. I believe you just have to buy a full retail / volume license and then you can convert the OEM key in windows to a Retail / volume editon
In order to change the license keys, you would need to use a tool like VAMT and a KMS if you have the correct licenses to deploy onto the PCs. But that requires a LOT of work overall just to change the keys. You want to get yourself enterprise VL keys and build a gold image with that key built into it then use a KMS to properly activate the keys within your environment after you deploy the OS to the PCs using a tool like SCCM or MDT. MDT is the cheap version of SCCM which deploys OS's.
As I said before, OEM OSs are usually hardware restricted to prevent the OS from being used on different hardware, even if it is the same manufacturer & model PC. You need to understand the details on what the licenses are allowed to do.
From the little I was able to read, I'm not quite sure how MS will support Win 7 OEM licenses. Hopefully a MS rep can clearly state what they will do. OEM licenses are a strange beast and I'm glad I never had to deal with them.

Reimaging is the copying of software onto multiple devices from one standard image. Reimaging rights are granted to all Microsoft Volume Licensing customers. Under these rights, customers may reimage original equipment manufacturer (OEM) or full packaged product (FPP) licensed copies using media provided under their Volume Licensing agreement.
I had a very difficult time every getting a straight answer on this, from multiple re-sellers and even a Microsoft account rep. They have made it even more confusing now with Windows 10, as the only option for Windows 10 Pro licensing in VLSC is an upgrade license. I work for an MSP. We have a VL agreement with Microsoft. Can I use the VL from our MSP and use it to deploy to our customers PCs? We will then, of course, activate with the OEM license that came with the machine.

Occasionally, all active paths to NVMeOF device register I/O errors due to link issues or controller state. If the status of one of the paths changes to Dead, the High Performance Plug-in (HPP) might not select another path if it shows high volume of errors. As a result, the I/O fails.
The CNS QueryVolume API enables you to obtain information about the CNS volumes, such as volume health and compliance status. When you check the compliance status of individual volumes, the results are obtained quickly. However, when you invoke the CNS QueryVolume API to check the compliance status of multiple volumes, several tens or hundreds, the query might perform slowly.
Workaround: Avoid using bulk queries. When you need to get compliance status, query one volume at a time or limit the number of volumes in the query API to 20 or fewer. While using the query, avoid running other CNS operations to get the best performance.
